Encourage testing for HIV infection as a continuing priority in AIDS prevention; Counsel HIV-infected patients on avoiding high-risk behaviors responsible for current unacceptable level of HIV transmission; Participate in new strategies to encourage AIDS prevention, including voluntary routine HIV testing among at-risk groups, testing outside medical facilities, and prevention of perinatal transmission.
